Do uc's take the average of sat scores after the third try?

taking the sat more than three times is not recommended? why not? don't colleges just look at the best performance? do they actually evaluate the score discrepancies? and does that hurt the admission process? i know someone who took the sat six times and finally got her desired score- she went to Dartmouth.
