Which one of these MTG sets are the best set in magic? and which one is the worst?

Alot of people think Ravnica is the best set ever and so do I. It introduced so many good cards and best of all none of them were overpowered. Also, we got black bordered BoP! I'd say the worst was Homelands. The cards themselves weren't bad but the whole no rare thing devalued all the cards. Also, the storyline sort of ended on a note that hinted about some sort of continuation but nothing came of it until very recently(see Graven Cairns).
