Why are there beetles on my roses?

some of my roses are covered with beetle. They are also on my crepe myrtle. I sprayed them with soap and water first. It helped a little but then I bought SEVIN. They sure are tough. they were hanging on and hanging on. Some left. The directions said not to spray in the heat but I did it anyway because they are destroying the plants. I'm going out now to check them.
